News: Notice on Publication Fees and Open Access Policy

Dear Members of the IJKCDT Community,

We would like to inform our authors, reviewers, and readers of an important update regarding our publication policy.

In late 2024, we announced the introduction of a modest article processing charge (APC) of USD 100, effective January 1, 2025, as a measure to support journal operations amid financial constraints. This decision was made with careful consideration of the journal’s sustainability.

However, after further internal review and reflection, we have decided to withdraw this policy and maintain a fully free-of-charge publication model.

This decision is based on several considerations. First, charging APCs does not fully align with the original spirit and mission of open access scholarship that our journal has upheld since its founding. Second, in practice, APCs were neither actively requested nor collected, resulting in no tangible improvement to our financial situation. More importantly, we recognized that the introduction of APCs could unintentionally create a psychological or structural barrier for potential contributors, particularly early-career researchers and scholars from underfunded institutions.

Accordingly, our journal will continue to operate as a fully open-access journal with no submission fees and no publication fees for authors.

We remain firmly committed to providing an inclusive, accessible, and academically rigorous platform for knowledge dissemination. At the same time, we will continue to explore sustainable and transparent ways to support essential journal operations—such as manuscript management, editing, digital publication, and platform maintenance—without compromising accessibility.

We sincerely appreciate the understanding, trust, and continued support of our academic community. Your engagement remains the foundation of the journal’s growth and integrity.

News: Editorial Notice: Plagiarism Case and Ongoing Commitment to Publication Ethics

Dear Editorial Board Members, Reviewers, and Contributors,

The International Journal of Knowledge Content Development & Technology is committed to maintaining the high standards of publication ethics and academic integrity.

Recently, our editorial team identified a case in which a submitted manuscript included an extended section of text directly copied from a publicly available non-academic online source (blog). The material was not properly attributed and was misrepresented as an academic reference.

Further examination revealed that the manuscript's introduction contained multiple passages that closely mirrored the structure and language of two previously published scholarly articles. These passages were reproduced without appropriate citation or quotation, and in some cases, appeared to be rearranged to obscure their origin.

Upon internal review, the submission was rejected due to clear evidence of plagiarism.

The authors were given an opportunity to explain the origin of the material. While responsibility for one section was acknowledged, the explanation did not sufficiently justify the inclusion of copied content or the misrepresentation of its source. This matter has been documented, and we are currently considering notifying the authors’ affiliated institution.

The manuscript in question originated from a region where we have seen a growing number of submissions. This has prompted internal reflection on how best to support ethical awareness and education for all authors, regardless of location, while maintaining fairness and minimizing unnecessary procedural obstacles.

During editorial deliberations, a suggestion was made to require all submitting authors to sign an Author Declaration of Originality. However, this proposal was ultimately not adopted due to concerns that such a requirement might place an undue administrative burden on conscientious researchers.

One of our reviewers has also suggested that selected reviewers be granted access to trusted plagiarism detection tools to assist in identifying potential ethical issues during the peer review process. We appreciate this thoughtful recommendation and will consider it in our ongoing discussions about strengthening editorial safeguards.

Although cases like this are rare, we believe it is important to share this notice to uphold transparency and reinforce the importance of responsible scholarship. Our editorial team remains committed to ensuring that all submitted works meet the high standards of originality, proper citation, and research integrity.

News: [Important Notice] Fraudulent Emails Impersonating Editor-in-Chief

It has come to our attention that a fraudulent email impersonating me, Younghee Noh, Editor-in-Chief of the International Journal of Knowledge Content Development & Technology, has recently been sent to several individuals affiliated with the journal.

The impersonator used the email address presidentnations@gmail.com, which has no association with our journal or its editorial office. The message reportedly requested financial transfers or other sensitive information under false pretenses.

We have looked into the security of our official email accounts and confirmed that there has been no unauthorized access or data breach. This is an external impersonation attempt, not an internal compromise.

To prevent further harm, we kindly ask all recipients to:

1. Exercise caution if you receive emails that seem suspicious, especially those requesting money, personal information, or urgent action.

2. Verify the sender’s email address before responding. All official correspondence from our editorial office will come from our institutional domain.

3. Report any suspicious messages to us immediately at ijkcdt.net.

We are taking steps to notify all stakeholders and will continue monitoring the situation closely.

Thanks to your active participation and the financial backing of the Korean government, our journal has steadily grown since its inception in 2011. Initially published twice a year, we expanded to quarterly issues in 2017, enabling broader participation. Additionally, we began recognizing excellence with a Best Paper Award in 2013, now in its 11th year. As of this year, we are working diligently to express our gratitude not only to our contributing authors but also to those who have generously supported the review process.

Our journal, sustained by your engagement, is committed to ongoing development and innovative approaches. To this end, I would like to share some essential aspects of our operations that are critical to sustaining our work: maintaining the paper submission system, XML and PDF editing, managing the English-language website, and covering publication expenses.

While we are dedicated to establishing our journal as a more robust publication, securing increased government funding and sponsorship is essential. Despite our best efforts, additional financial support remains necessary. News: Publication Fee Policy Update

Dear Authors,

This notice is to inform current and prospective authors of an update to the journal’s publication fee policy.

Until the end of 2024, the journal has been able to waive publication fees with the support of a Korean government–funded program. As this funding will conclude at the end of the current year, the journal must revise its publication fee policy to ensure sustainable editorial and publication operations.

Accordingly, effective January 1, 2025, a publication fee of USD 100 will be applied to all manuscripts accepted for publication.

This policy change has been carefully considered and is necessary to maintain the quality, transparency, and long-term stability of the journal.

Dr. David F. Kohl is presently Dean and University Librarian, Emeritus, University of Cincinnati.

Hhis career as an academic librarian has included positions at the University of Colorado – Boulder, University of Illinois – Urbana, and Washington State University.

He has helped found and remains active in a number of library consortia including OhioLINK, HEALLink, ANKOS, and SELL, served as a Senior Fulbright Scholar in Turkey, Greece, India and Taiwan and has been actively involved in international library consulting and speaking.

Dr. Kohl is a past president of the Reference and Adult Services Division of ALA, a former editor-in-chief of the Journal of Academic Librarianship and has published widely on library issues including a six volume series on library management and the section on “Collection Development in the ARL Library” in the second edition of the Encyclopedia of Library and Information Science.

News: 2018! New Editor in Chief, Scott Seaman

Scott Seaman has been Dean of Libraries at Ohio University since 2009.

His library career began in 1984 at the Online Computer Library Center in Dublin, Ohio and has been a faculty member at The Ohio State University and at the University of Colorado at Boulder. At the University of Colorado, he served as Associate Director of Libraries for 11 years and was responsible for strategic planning, assessment, library budgeting, facilities, and human resources.

He has published widely on library assessment and information ethics. His co-authored piece, “Futuring, Strategic Planning, and Shared Awareness” was one of the Journal of Academic Librarianship’s most downloaded articles in January 2012. His writings have been translated into Spanish, Russian, Polish, Japanese, and Mandarin and he has delivered papers on library topics throughout the United States and in Europe, Asia, and South America.

In 1993, Mr. Seaman was one of the founding editors of LIBRES, one of the first online open-access journals in librarianship, and served as Research & Applications Editor of that journal for nearly 10 years. He served as Associate Editor of the Journal of Academic Librarianship, from 2005 until 2012. He has served on the boards of several prominent academic library journals and is currently on the Editorial Board of Reference & User Service Quarterly.

Mr. Seaman has served on numerous national committees pertaining to library administration and management and several governance boards, including those of the Colorado Library Association and the Central Colorado Library System. He is currently past chair of the OhioLINK Library Advisory Council and serves on the Ohio Board of Regent’s Advisory Board for OhioLINK. Mr. Seaman chairs one of three Ohio University governance committees towards implementing and managing a campus-wide Resource Centered Management budgeting model.

Mr. Seaman holds a bachelor’s degree from Wright State University and graduates degrees from The Ohio State University and Kent State University.
