This decision was made with careful consideration of the journal’s sustainability.</p> <p data-start="623" data-end="776">However, after further internal review and reflection, we have decided <strong data-start="694" data-end="775">to withdraw this policy and maintain a fully free-of-charge publication model</strong>.</p> <p data-start="778" data-end="1358">This decision is based on several considerations. First, charging APCs does not fully align with the original spirit and mission of open access scholarship that our journal has upheld since its founding. Second, in practice, APCs were neither actively requested nor collected, resulting in no tangible improvement to our financial situation. The material was not properly attributed and was misrepresented as an academic reference.</p> <p data-start="1042" data-end="1374">Further examination revealed that the manuscript's introduction contained multiple passages that closely mirrored the structure and language of two previously published scholarly articles. These passages were reproduced without appropriate citation or quotation, and in some cases, appeared to be rearranged to obscure their origin.</p> <p data-start="1379" data-end="1465">Upon internal review, the submission was rejected due to clear evidence of plagiarism.</p> <p data-start="1470" data-end="1831">The authors were given an opportunity to explain the origin of the material. While responsibility for one section was acknowledged, the explanation did not sufficiently justify the inclusion of copied content or the misrepresentation of its source. This matter has been documented, and we are currently considering notifying the authors’ affiliated institution.</p> <p data-start="1470" data-end="1831">The manuscript in question originated from a region where we have seen a growing number of submissions. This has prompted internal reflection on how best to support ethical awareness and education for all authors, regardless of location, while maintaining fairness and minimizing unnecessary procedural obstacles.</p> <p data-start="1836" data-end="2132">During editorial deliberations, a suggestion was made to require all submitting authors to sign an Author Declaration of Originality. However, this proposal was ultimately not adopted due to concerns that such a requirement might place an undue administrative burden on conscientious researchers. </p> <p data-start="1836" data-end="2132">One of our reviewers has also suggested that selected reviewers be granted access to trusted plagiarism detection tools to assist in identifying potential ethical issues during the peer review process. We appreciate this thoughtful recommendation and will consider it in our ongoing discussions about strengthening editorial safeguards.</p> <p data-start="2455" data-end="2775">Although cases like this are rare, we believe it is important to share this notice to uphold transparency and reinforce the importance of responsible scholarship. New Editor in Chief, Scott Seaman 2018-07-23T00:00:00+00:00 International Journal of Knowledge Content Development & Technology <p>Scott Seaman has been Dean of Libraries at Ohio University since 2009.</p><p>His library career began in 1984 at the Online Computer Library Center in Dublin, Ohio and has been a faculty member at The Ohio State University and at the University of Colorado at Boulder. At the University of Colorado, he served as Associate Director of Libraries for 11 years and was responsible for strategic planning, assessment, library budgeting, facilities, and human resources.</p><p>He has published widely on library assessment and information ethics. His co-authored piece, “Futuring, Strategic Planning, and Shared Awareness” was one of the <em>Journal of Academic Librarianship</em>’s most downloaded articles in January 2012. His writings have been translated into Spanish, Russian, Polish, Japanese, and Mandarin and he has delivered papers on library topics throughout the United States and in Europe, Asia, and South America.</p><p>In 1993, Mr. Seaman was one of the founding editors of LIBRES, one of the first online open-access journals in librarianship, and served as Research &amp; Applications Editor of that journal for nearly 10 years. He served as Associate Editor of the <em>Journal of Academic Librarianship</em>, from 2005 until 2012. He has served on the boards of several prominent academic library journals and is currently on the Editorial Board of <em>Reference &amp; User Service Quarterly</em>.</p><p>Mr. Seaman has served on numerous national committees pertaining to library administration and management and several governance boards, including those of the Colorado Library Association and the Central Colorado Library System. He is currently past chair of the OhioLINK Library Advisory Council and serves on the Ohio Board of Regent’s Advisory Board for OhioLINK.
